What is wrong with SB 164 (PBIS)?

This bill passed our Georgia Senate on March 11, 2015.  This is a behavior modification program that is being promoted by the U.S. Department of Education.  A school can receive extra bonus points in their school rating score for following this behavior modification program.  It is not a local initiative.  It seeks to train students through stimulus-response techniques with origins in communist educational systems.  This bill uses the school climate rating as a measure to force this behavior management program on local schools with lower school climate ratings based on mandated student, parent, and staff surveys collected through the statewide longitudinal data system.
